border-box;">“治国有常，而利民为本”是《淮南子》中颇富民本色彩的政治命题。其中的“常”，指的是基本方略；“本”，指的是根本和要害。意思是说，治理国家有一定的方略，就是以对人民有利为根本。围绕这一命题，《淮南子》提出的一系列爱民、利民、顺民、安民的施政观点，极大丰富了中国古代民本思想的内涵，对后世产生了深远影响。</p><p style="box-sizing: border-box;">《淮南子》吸收了先秦诸子的民本思想，充分肯定了人民在国家政治生活中的重要地位。《淮南子·主术训》说：“食者，民之本也；民者，国之本也；国者，君之本也。”把人民看成国家治理的根本。《淮南子·泰族训》称：“国主之有民也，犹城之有基，木之有根。根深则本固，基美则上宁。”指出君王和人民的关系如同城墙和城基、树木和树根的关系。因此，“苟利于民，不必法古；苟周于事，不必循旧”。如果对人民有利，就不必效法古制；如果符合实际，就不必遵循旧规。</p><p
