border-box;">在交易环节，推行全流程电子化交易，切实降低企业交易成本。对政府及国有投资房屋市政工程全面免收投标保证金和履约保证金（简称“两金”）。今年以来，已免收47个政府投资项目的“两金”，惠及市场主体近280家，将为投标企业释放流动资金约3.7亿余元，极大地减轻了投标企业资金占用压力，让企业轻装上阵参与投标，进一步激发市场主体活力。</p><p
