border-box;">（一）聚焦决策部署贯彻落实，坚决整治形式主义、官僚主义问题。</strong>重点加强对习近平总书记重要讲话和指示批示精神、党中央和省市区决策部署，中央支持湖北和武汉一揽子政策、省市区关于优化营商环境的决策等落实情况的监督检查，严肃查处乱拍板乱决策，走过场做虚功，装样子、搞花架子、盲目铺摊子，过度留痕做表面文章，打折扣搞变通等问题。</p><p border-box;">（二）聚焦责任落实，坚决整治履责不力、失职失责问题。</strong>紧盯工作落地责任落实方面，重点针对全区各级党委（党组）落实主体责任不力，对优化营商环境工作的安排部署不到位、措施制定不全面、进展缓慢等问题开展监督检查，着力纠正职能部门出台政策相互掣肘、涉企政策不透明不便捷、基层负担过重、新官不理旧账等问题。</p><p style="white-space: border-box;">（三）聚焦优化政务服务，坚决整治服务效能不优、作风不严不实问题。</strong>紧盯简政放权、涉企服务、“一网通办”“一窗通办”“一事联办”“跨城通办”“高效办成一件事”等重点事项，紧盯惠企政策落实、中小微企业融资、工程建设项目审批等焦点问题，坚决纠正审批权限明放暗不放、审批服务事项明进暗不进、审批环节场外运行、办事清单大而化之、审批审查审核细则不公开、审批窗口“收发室”化等问题，坚决整治推诿扯皮、玩忽职守、不思进取等问题，解决企业有政策享受不到、有问题解决不了、有承诺不予兑现等问题。</p><p border-box;">（四）聚焦保护支持市场主体发展，坚决整治破坏公平竞争、侵害企业利益问题。</strong>重点加强对构建开放有序市场环境、诚信政府建设、执法司法等方面的监督检查，严肃查处垄断经营、失信违约、涉法涉诉等背后的腐败和作风问题，坚决整治冷漠执法、机械执法、选择性执法，各自为政、多头执法，坚决惩治恣意执法、借法谋利、执法违法、执法司法不公等破坏法治环境问题。营造办事情靠制度不靠人情，解决问题靠法治不靠关系的良好社会生态。</p><p border-box;">（五）聚焦构建亲清政商关系，坚决整治“亲而不清”“清而不为”问题。</strong>重点加强对工程建设、土地管理、行政审批等领域的监督检查，深挖彻查官商勾结、弄权渎职、权钱交易等腐败问题，严肃查处吃拿卡要等问题，从严整治吃请请吃、靠关系办事等歪风，理顺市场秩序；加强对政策落实、招商引资、项目落地以及要素环境不优等事项的监督，坚决整治以“清”为借口“清而不为”，流于形式“亲而不实”，服务企业“亲疏不一”等问题，推动构建亲不逾矩、清不远疏、公正无私、有为有畏的新型政商关系。</p><p
