line-height: 2em;"><span style="font-size: 17px;"><br/></span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;">壹药网大药房连锁（湖北）有限公司企业负责人李冬芬：“我们其它的八家药房也在作最后的一些准备，我们已经向省药监局递交了申请连锁总部药品经营许可证的申请，我们其他的药品就能够正常上架销售了，心情还是非常高兴的。”</span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;"><br/></span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;">高兴，是因为9家连锁药店的开业时间比李冬芬的预计提前了近半年。原来，按照过去的规定，企业必须具备十家药店的资质，才能申请开办连锁店，而每家连锁药店都分别需要准备相应份数的资料，并接受工作人员的实地检查验收。</span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;"><br/></span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;">武汉市蔡甸区行政审批局经济发展审批科三级主任科员山英：“按以前这个流程的话，我们至少进行几天的现场勘查，还会后期进行整改，一个证下来至少两个月以上。”</span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;"><br/></span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;">今年，省药品监管局印发了《湖北省社会药品经营活动准入管理实施办法（试行）》，其中规定，申请经营乙类非处方药的，可以实施告知承诺审批。但是政策刚刚出台，具体怎么告知，对企业的承诺怎么监管，并没有先例可循。为此，武汉蔡甸区行政审批局开展了一场改变工作流程的“头脑大风暴”。</span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;"><br/></span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;">武汉市蔡甸区行政审批局经济发展审批科三级主任科员山英：“我们在一个星期之内进行了三次全科室的工作研讨，对这家企业实行告知承诺，以‘事前承诺，事后监管’代替事前勘验，免去了现场勘察这个环节。”</span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;"><br/></span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;">经过研讨，工作人员把事前现场勘察这个环节变成事后30个工作日内上门核实，这样一来，单个药店的审批时间，从2个月，缩短到7天。但新的问题又来了，要一次性发出9个药品经营许可证，这样的集中审批，蔡甸还从来没有遇到过。</span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;"><br/></span></p><p style="text-align: justify; line-height: 2em;"><span style="font-size: 17px;">武汉市蔡甸区行政审批局经济发展审批科三级主任科员山英：“结合2022年武汉市优化营商环境工作要点，其中提到全链条优化审批，我们也跟市（行政审批）局进行了多次沟通。通过统一办理规范、优化办理流程，对区内大型企业分支机构办理业务时，根据企业需求实行集中统一的办理。让他（企业）提供相应的一些资料，我们一次性完成了审批，一次性发放了九个证。”</span></p><p style="text-align: justify;
