border-box; text-align: justify;">4月13日，当事人只签署了药品经营告知承诺书，当场就拿到了9家分店的药品经营许可证，<strong style="box-sizing: border-box;">这既是蔡甸区第一个实行告知承诺制的药品经营企业，也是实行许可集中统一办理的首个药品企业分支机构。</strong></p><p style="white-space: justify;">据悉，蔡甸区行政审批局对药品行业大胆改革，申请人只要向审批部门提交开办申请，资料审查符合开办验收标准后可免于现场检查验收环节，即可获得经营资格，可以依法经营乙类非处方药。市场监管部门依法开展事中事后监管，发现申请人不符合许可验收条件的，应当依法作出处理。以“事前承诺、事后监管”代替事前勘验，并且一举改革到底，取消药品经营场所面积和距离的限制。同时，通过统一办理规范、优化办理流程，对区内大型企业分支机构办理业务时，根据企业需求实行集中统一办理。两项改革极大简化了办理手续，压缩了办理时限，为企业节省时间成本和跑动次数。
