style="color: rgb(0, 122, 170);"><strong>《湖北省新冠肺炎疫情防控区域管理细则》</strong></span>，目的就是按照疫情风险等级，切实加强重点人群管理，对疫情防控重点区域采取更加科学、更加精准的措施，尽可能减少局部疫情对全省广大群众生产生活影响，以最小代价实现最佳防控效果。</p><p><strong><span style="color: rgb(0, 122, 170);">一是科学分区，精准精细圈层管理。</span></strong>根据风险等级、疫情形势等综合分析研判，将疫情防控重点区域科学划分为“三区”，即<strong><span style="color: rgb(0, 122, 170);">封闭区：主要是划定的中、高风险区及阳性个案的发现点、居住点、工作点、活动点及周边区域；管控区：主要是阳性个案的密接、次密接及共同暴露高风险人群的居住点、工作点、活动点及周边区域；防范区：指封闭区、管控区以外可能暴露的重点人群的活动区域。</span></strong>以三区的划分，形成差别化的圈层管理。</p><p><strong><span style="color: rgb(0, 122, 170);">二是因地制宜，精准精细实施防控。</span></strong>封闭区实行严格的管控措施，人员只进不出，足不出户；<strong><span style="color: rgb(0, 122, 170);">前7天隔天检测1次核酸，第10、14天各检测1次核酸；</span></strong>设置医疗点，提供健康咨询、常见病及慢性病诊疗、急救转运等服务。设立卡口，仅保留必需的出入口，除应急车辆之外，其它车辆一律禁止通行。除保留部分与居民生活密切相关的场所外，其它商贸服务、娱乐、餐饮、健身活动等场所全部停业。管控区原则上比照封闭区管理，但措施有所放宽，<strong><span style="color: rgb(0, 122, 170);">核酸检测调整为第1、4、7天各开展1次，同时可保留一定数量超市、农贸市场等。</span></strong>防范区要求非必要不外出，“两点一线”往返目的地，确需离开的凭48小时有效核酸检测证明；严格落实密闭经营场所暂停营业，公交限客，超市、农贸市场限流，餐饮场所禁止堂食等社会面防控措施；在核酸检测上，防范区24小时内启动第一轮全员核酸筛查，并根据疫情进展综合研判后续的检测工作。</p><p><span style="color: rgb(0, 122, 170);"><strong>三是完善机制，建立重点区域动态管理机制。</strong></span>一方面，实施健康码“转码”管理。对划定的中、高风险区内所有人员转“黄码”，调整为低风险区后所有人员由“黄码”转“绿码”。另一方面，建立健全调整和解除机制。管控区和防范区如在全员核酸检测中发现新增感染者，则升级为封闭区管理。<strong><span style="color: rgb(0, 122, 170);">封闭区14天内没有新增感染者，则解除封闭管理；管控区7天内如没有新增感染者则解除管控，转为防范区管理7天。防范区如7天内无新增感染者，则解除防范区管理。</span></strong>形成管理闭环机制，确保低风险地区群众生产生活正常秩序，确保人流、物流有序流动。</p></section></section><section style="text-align:
