蔡甸区念好“四字诀”推进“两委”换届工作

margin-bottom: 20px; padding: 0px; overflow-wrap: break-word; text-align: justify; color: rgb(80, 80, 80); line-height: 1.5; font-family: helvetica; font-size: 18px; white-space: normal; background-color: rgb(255, 255, 255);">建立区级领导班子成员包街走村(社区)入户，街乡领导班子成员包村(社区)联户制度，成立5个调研工作专班，逐村逐社、逐人逐项，通过实地走访、座谈交流、个别访谈、查阅资料等方法，对全区288个村和51个社区基层组织建设情况开展专题调研，重点围绕“两委”班子基本情况、运行现状、党员群众思想动态、后备人选储备、软弱涣散党组织整顿以及可能影响换届选举的突出问题开展摸底排查。对有突出问题的村(社区)，联系包保区领导、街乡党政主要领导带头包保，实地走访。</p><p style="margin-top: 0px; margin-bottom: 20px; padding: 0px; overflow-wrap: break-word; text-align: justify; color: rgb(80, 80, 80); line-height: 1.5; font-family: helvetica; font-size: 18px; white-space: normal; background-color: rgb(255, 255, 255);">坚持先审计再换届的原则，以村(社区)集体“三资”管理、扶贫资金、惠民项目资金使用、任期共性目标和特色目标为重点，开展村干部离任审计和任期目标考核工作。对资产资源较多、财务管理混乱、群众意见较大的村(社区)，组织专门力量进行重点审计。审计中发现的问题由及时制定整改措施，督促整改，对审计、考核结论形成书面报告报组织部门备案，并以村(社区)务公开形式，张榜公布审计结果，接受党员群众监督。</p><p style="margin-top: 0px; margin-bottom: 20px; padding: 0px; overflow-wrap: break-word; text-align: justify; color: rgb(80, 80, 80); line-height: 1.5; font-family: helvetica; font-size: 18px; white-space: normal; background-color: rgb(255, 255, 255);">区、街、村(社区)三级联动，采取“听、看、谈、查”的方式，综合分析调研摸底、任期考核、离任审计等情况，确定27个软弱涣散村(社区)党组织，排查梳理村党组织书记不胜任不尽职、班子不团结、村务居务财务公开和民主管理混乱、党组织服务意识差、服务能力弱等6大方面43个具体问题。严格落实“四个一”帮扶机制，由区级领导班子联村，街乡党工委书记包村，根据问题情形确定区级机关单位结对，选派熟悉基层党建工作、业务能力强的“第一书记”驻村，在找准问题原因的基础上，按照“一村(社区)一策”的原则，制定工作举措。</p><p style="margin-top: 0px;
