武汉蔡甸：提速强基高质量构建内陆开放新平台

http://video.cjrbapp.cjn.cn/fs/transcode/20210322/f60/104782_1616373267_transv.mp4        加快打造国际交往中心，武汉提出的首个任务就是要构建内陆开放新平台，通过体制机制改革等创新举措，提速度、强基础，今天我们从中法生态新城的建设说起。       在位于中法生态新城的光控特斯联武汉智慧产业园内，工人正在进行场地平整工作。这个项目从去年11月份拿地到进入基地建设阶段，只用了不到3个月的时间。       特斯联科技集团武汉特斯联智慧产业发展有限公司开发经理叶虎：“效率非常高，像建设用地规划许可证，一般是得一周左右的时间，但是我们两天就办好了，然后方案预审也是的，基本上一周左右就取得了方案预审意见书。”       高效率，源于项目推进机制的及时调整。去年6月，中法生态新城启动了行政审批制度改革，原属武汉市蔡甸区自然资源和规划局承担的建设用地规划、建设工程规划等25项审批事项，调整到中法生态城管委会实施。在此基础上，还为项目建设大开“绿色通道”，重点项目在报批施工许可证的同时，就可以提前进行基础工程施工。今年，中法生态新城将大力推进60个项目，完成招商引资实际到位资金135亿元，项目推进流程上也将进一步创新优化。       中法武汉生态示范城管委会土地规划和建设处处长马王涛：“创新中法生态城的运营方式，从项目的落地到最后的项目竣工验收，全生命周期服务。”       对标国际一流营商环境，武汉提出，将统筹推进中法、中德、中日等产业园的建设，为国际产业合作打牢平台基础。        湖北省政府咨询委员湖北省“一带一路”研究院院长秦尊文：“武汉还处在打基础谋长远的这么一个阶段，所以在这个方面我们要优化我们的国际投资环境，提供各种便利的服务，今后还要加大这个方面的力度，比如还可以谋划中国与韩国、中国与以色列这些国家的一些产业园的合作。”        放眼世界，广交伙伴。在搭好平台的基础上，武汉提出，加快吸引国际知名企业总部或第二总部落户武汉，打造内陆地区外资企业落户的首选地；每年举办5场以上重要外事主场活动，到2025年，驻汉境外机构达到30个，国际友好城市及友好交流城市达123个，开创国际交流的新格局。       湖北省政府咨询委员湖北省“一带一路”研究院院长秦尊文：“平台还是有很多要我们去发现去开拓、去壮大，通过这些产业园的建设，来加强与这些国家的交流，还要扩大外国驻武汉领事馆的数量，提高它的功能，建立更多的友城、姊妹城市，使得我们在国际交往当中能够落地，发挥一个聚集效应和规模效应，来增强对这些国家，对整个国际投资的吸引力。” <section style="max-width: 100%;
