消费品以旧换新政策并非单打独斗，而是伴随着放宽准入、减少限制、优化监管等一系列措施的同步推进。随着政策效能持续提升，以旧换新将惠及更多消费者，为经济高质量发展注入更强动力。 得益于消费品以旧换新政策，汽车消费市场持续升温。商务部数据显示，截至5月31日，汽车以旧换新补贴申请量达412万份。还有一组数据值得关注，4月份，新能源乘用车国内零售渗透率达51.5%，较去年同期提升7个百分点以上。 这充分体现出消费品以旧换新“四两拨千斤”的政策效应。我国大宗消费品已从“增量时代”进入到“增量和存量并重时代”，汽车保有量超过3亿辆，主要品类家电保有量超过30亿台，更新换代能创造万亿元规模的市场空间。对消费者来说，消费品以旧换新通过“真金白银”的补贴，使人们能够以更优惠的价格，购买更加智能绿色健康时尚的产品，让生活“焕然一新”。对于中国经济来说，以旧换新促进了供需关系的“循环向新”，推动实现消费升级、产业升级与绿色发展等多重目标。 数据显示，2024年，汽车以旧换新中购换新能源汽车比例超过60%，一级能效家电销售额占比高达90%，智能坐便器、扫地机器人、智能门锁等智能家居产品换新近千万件。今年一季度，数码产品购新补贴中，2000元至6000元的中高端机型占比约76%……消费一头连着千家万户，一头牵引千行百业。企业处在市场最前沿，对需求变化的感知最敏锐，消费品以旧换新政策引导居民个性化、多样化、不断升级的需求有序释放，倒逼企业加大科技创新产业创新投入，促进相关产业的高端化、智能化、绿色化转型升级，进一步提升了供给结构对有效需求的适配性。以旧换新，换出了消费新潜力，换出了增长新动能，既惠企又利民、既利当前又利长远。 与时俱进、因地制宜，是以旧换新政策能够持续激发消费活力的关键。在2024年取得积极成效的基础上，今年消费品以旧换新政策加力扩围，家电支持品类由八大类拓展至十二大类，并增加了手机等数码产品购新补贴。汽车报废更新范围扩展至国四排放标准燃油车，新能源汽车置换补贴提至最高1.5万元。超长期特别国债资金支持消费品以旧换新的额度达到3000亿元，比去年翻番。截至4月底，前两批消费品以旧换新资金下达已超1600亿元。各地结合实际情况，积极扩大补贴范围、提升补贴标准、优化参与细则，让消费者更快更好享受政策红利。在外部风险挑战加大的情况下，各地区各部门还积极推动汽车、家电、3C、家装等外贸企业加入“以旧换新”支持范围。这些都充分体现出消费品以旧换新政策的灵活性与生命力。 消费品以旧换新对相关商品销售带动作用明显。4月份，限额以上单位家用电器和音像器材类商品零售额同比增长38.8%，在十六大类消费品增速中位列第一。拉长时间尺度看，2024年9月份至2025年4月份，家电类商品零售额已连续8个月保持两位数增长。商务部数据显示，今年前5个月，汽车、家电、数码产品、电动自行车、家装厨卫等领域以旧换新政策成效显著，发放直达消费者的补贴约1.75亿份，合计带动相关商品销售额1.1万亿元。 以旧换新还撬动了相关改革举措的加速落地，成为全国统一大市场建设的一个重要抓手。消费品以旧换新政策并非单打独斗，而是伴随着放宽准入、减少限制、优化监管等一系列措施的同步推进。仍以汽车领域为例，在开展汽车以旧换新的基础上，商务部等多部门组织开展汽车流通消费改革试点，支持有条件的地方在新车、二手车、报废车、汽车后市场等各环节积极创新、先行先试，鼓励相关地区优化汽车限购限行措施，支持地方发展汽车改装、房车露营、传统经典车等汽车后市场，汽车消费新增量不断涌现。 近期，高盛、摩根大通等多家国际投行上调2025年中国经济增长预期，从有关研究分析看，消费品以旧换新给促消费扩内需带来的积极成效，是一个重要考量因素。随着政策效能持续提升，以旧换新将惠及更多消费者，为经济高质量发展注入更强动力。 <section style="max-width: 100%;
