立破并举整治“内卷式”竞争

彻底打破“越努力越贬值”的内卷怪圈，关键在于有效破解制约高质量发展的制度障碍，加快构建激励创新的生态体系。换句话说，就是要以“立破并举”的系统性改革，重塑市场机制，促进迭代升级，激发创新动能。国家发展改革委新闻发言人日前在回答记者提问时表示，一些企业陷入“内卷式”竞争，有的以低价、超低价甚至低于成本价销售，有的制假售假、以次充好。这些都突破了市场竞争的边界和底线，扭曲了市场机制，扰乱了公平竞争秩序，必须加以整治。事实上，“内卷式”竞争已成为当前我国经济转型升级的一大顽疾，其带来的低效重复、创新匮乏以及由此形成的恶性循环，目前已在一些行业领域显现，若不加以有效治理，势必对高质量发展产生影响。党中央、国务院高度重视“内卷式”竞争问题，去年下半年召开的中央政治局会议、中央经济工作会议等高规格会议都对整治“内卷式”竞争作出了明确要求，今年全国两会还首次把“综合整治‘内卷式’竞争”写入《政府工作报告》，彰显了决策层对于整治“内卷式”竞争的坚定决心。整治“内卷式”竞争，需要综合施策、久久为功。现实中，“内卷式”竞争的卡点堵点虽不难找到，但从根本上加以整治也绝非易事，很多时候甚至会“按下葫芦浮起瓢”。因此，要彻底打破“越努力越贬值”的内卷怪圈，关键在于有效破解制约高质量发展的制度障碍，推动市场竞争摒弃“内耗”转向“外拓”，加快构建激励创新的生态体系。换句话说，就是要以“立破并举”的系统性改革，重塑市场机制，促进迭代升级，激发创新动能。重塑市场机制，当务之急要加快全国统一大市场建设，让生产要素能够更加自由地流动起来，实现要素资源的优化配置。一段时间以来，一些企业为争夺市场份额，竞相压价营销，导致行业利润持续下滑，对全行业健康可持续发展造成阻碍。破解这种“杀敌一千自损八百”的竞争模式，要以推进全国统一大市场建设为抓手，清理地方隐性壁垒，建立跨区域协同监管机制，杜绝通过税收减免、土地优惠等方式催生重复建设。促进迭代升级，需坚持创新引领，加快推动产业转型升级。有机构调查显示，传统产业升级滞后是引发“内卷”的重要原因之一。对此，要进一步强化企业科技创新主体地位，支持企业通过科技创新提高产品质量与核心竞争力，增加高端产能、优质供给，不断开拓多元化市场，增强发展的后劲与韧性。同时，要发挥质量标准的支撑作用，以市场化方式促进兼并重组，加快淘汰低效落后产能，谨防盲目投资风险。激发创新动能，要努力写好“立”与“破”动态平衡这篇大文章。“内卷式”竞争之所以治而不止，一个重要原因就是创新生态的缺失，而科技创新正是跳出同质化竞争的最优解之一。在这个过程中，要着力打造“三个体系”，即创新驱动发展体系、质量信用评价体系、开放协作生态体系，合力构建起良性竞争的新范式，激发出更多高质量发展的创新动能。需要强调的是，整治“内卷式”竞争绝非简单的市场整顿，而是对发展范式的根本性变革。当前，中国经济正处在新旧动能转换期，新产业新业态新模式竞相涌现，传统产业加快转型升级。与此同时，一些领域长期积累的结构性矛盾与问题也逐步显现。对此，政府应重拳出击整治低价倾销，实现从堵漏洞转向疏通道；企业要主动拥抱“硬科技”，实现从拼价格转向拼创新；消费者须用“质量投票”重塑市场选择，实现从零和博弈转向共生共赢。当然，整治“内卷式”竞争只是手段，最终目的还是要通过“立破并举”不断深化改革，真正构建起面向未来、更高质量的发展生态。 <section style="overflow-wrap: break-word;
