稳岗扩岗企业将获更多金融支持

text-indent: 2em;">近日，人力资源和社会保障部印发《关于进一步加大金融助企稳岗扩岗力度的通知》，围绕降低申请门槛、扩大对象范围、提高授信额度、降低利率水平、创新贷款模式五方面，对稳岗扩岗专项贷款政策进行了升级，为小微企业等经营主体注入发展动能，为稳定和扩大岗位提供政策保障。</p><p style="margin-top: 0px; margin-bottom: 0.53rem; padding: 0px; line-height: 1.75em; font-family: MyFont; font-size: 25.92px; text-align: justify; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em;">稳岗扩岗专项贷款，2022年由人社部会同中国银行联合设立，用于支持实体经济和劳动密集型小微企业稳定和扩大就业岗位。专项贷款设立以来，已累计为8万家小微企业发放稳岗扩岗贷款超6400亿元，帮助小微企业稳定扩大岗位530万个，充分发挥了金融对稳就业、扩就业的支持与引导作用。中国人事科学研究院就业创业与政策评价研究室副主任黎宇介绍，在两年多的实践基础上，此次稳岗扩岗专项贷款政策完善扩面，拓宽了各类经营主体的融资渠道，引导它们履行稳岗扩岗社会责任。</p><p style="margin-top: 0px; margin-bottom: 0.53rem; padding: 0px; line-height: 1.75em; font-family: MyFont; font-size: 25.92px; text-align: justify; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em;">授信额度也提高了。具体来看，小微企业最高可申请的稳岗扩岗专项贷款单户授信额度由3000万元提高至5000万元。对符合条件的个人稳岗扩岗专项贷款，给予单户授信额度最高1000万元。与此同时，《通知》明确，在符合风险定价原则和监管合规要求的前提下，原则上贷款利率最高不超过4％、最低可至2.9％。黎宇表示，这有利于降低企业融资成本，为企业扩大生产规模、优化经营结构提供资金支持，更有利于就业岗位的创造与稳定。</p><p style="margin-top: 0px; margin-bottom: 0.53rem; padding: 0px; line-height: 1.75em; font-family: MyFont; font-size: 25.92px; text-align: justify; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em;">很多小微企业负责人或个体经营户关心，通过哪些渠道申请这项贷款？记者了解到，符合条件的企业或个人，可向当地中国银行分支机构提交贷款申请，当地人社部门协助核实经营实体的有关情况，中国银行将按规定独立审贷、自主贷款。同时，各地人社部门原则上还会建立稳岗扩岗专项贷款推荐企业名单，由当地中国银行分支机构提供授信评审放贷服务。各地人社部门将持续深化政银合作，积极拓展稳岗扩岗专项贷款合作银行范围，探索开发数字化、线上化稳岗扩岗专项贷款产品。</p><p style="margin-top: 0px; margin-bottom: 0.53rem; padding: 0px; line-height: 1.75em; font-family: MyFont; font-size: 25.92px; text-align: justify; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em;">不少中小微企业在申请贷款时还遇到了融资需求超出贷款额度的情况。此次稳岗扩岗专项贷款在创新贷款模式上，提出探索“创业担保贷款＋稳岗扩岗专项贷款”合并办理的组合贷款方式。黎宇告诉记者，一方面，对符合创业担保贷款申请条件的借款人，超出创业担保贷款额度上限部分的融资需求，可通过组合贷款方式给予支持。另一方面，两者结合将提升企业贷款便利度。通过优化业务流程，对创业担保贷款审核通过的可合并办理稳岗扩岗专项贷款，减少了企业申请稳岗扩岗专项贷款的环节和时间。</p><p><br/></p><section style="overflow-wrap: break-word;
