为应对当前复杂多变的国际形势，助力外贸企业稳住市场份额、降低运营成本，各地正在积极施策，帮助外贸企业不断拓宽内销空间，内外贸一体化取得了积极成效。多地强化政策支持为支持广东外贸企业出口转内销，广东省内海关聚焦市场和企业需求，出台了一系列鼓励内销的政策措施。其中，广州海关落实简化内销征税手续、优化集中内销等政策，放宽内销集中纳税申报时限，支持企业开展加贸货物转内销业务；深圳海关设立内销咨询办理专窗，联合地方推广“同线同标同质”认证，组织企业参与外贸优品中华行活动，支持企业通过电商平台开拓国内市场。4月，四川出台支持外贸稳定发展9条措施。“9条措施重点考虑两方面：一是稳住外贸经营主体队伍，二是长期助力企业更好发展。措施既针对当前阶段形势进行了全新的专章部署，也有对过去已实施政策的延续和优化。”四川省商务厅相关负责人介绍。“内江市已在各商超设立15个‘外贸优品专柜’，上架了48个品类产品；召集15家企业召开‘我为企业找订单’产销对接专题会议；组织16家外贸企业参加广交会等重点展会，实现销售额约2300万元。”内江市商务局局长周勇介绍，下一步，将继续狠抓企业帮扶，推动各市县区增设“外贸优品专区”。山东自贸试验区济南片区围绕区内企业进口原料采购周期长、成本高等问题进行改革。海乐香辛料（济南）有限公司CEO金强蔚说，作为通关便利化改革试点单位，企业一年就能节约进口原材料的成本30多万元。东营海关推出“内销集中申报”“税款保证保险”等创新举措。东营海关副关长温书坤介绍，将探索实施“海外品质、国内直购”等新模式，支持外贸企业拓展国内市场。“同线同标同质”认证体系正成为推动内外贸融合发展的关键桥梁。目前，山东已有600家企业获得“三同”认证。“海关将积极配合有关部门加快推进内外贸产品‘三同’，帮助辖区外贸企业走出一条‘出口品质反哺内销’的转型新路。”济南海关法规和业务综合处副处长韩魁说。宁夏出台《宁夏回族自治区加快内外贸一体化发展行动方案》，提出推动外贸企业拓展国内市场，组织开展外贸优品拓内销系列活动，支持有进出口实绩的外贸企业设立商品展示展销中心、参加国内举办的国际性展会。促进优质外贸产品通过电商平台等方式开展内销活动，帮助外贸企业拓展国内市场和渠道。“在政策层面带来利好，为外贸企业拓内销指明了方向、提供了保障，为宁夏外贸企业开拓国内市场注入了强劲动力。”宁夏枸杞产业发展中心主任翟昊说。线上线下合力帮扶“京东集团日前已初步确定5000万元的采购订单。”东莞市玩乐童话婴儿用品有限公司总经理王振介绍，今年以来，公司积极探索内销转型路径，目前已在京东超市开设直营店。四川的各大商品市场、大型连锁商超和电商平台纷纷行动起来，为企业外贸转内销搭建平台、畅通渠道。成都红旗连锁股份有限公司总经理曹世如说，红旗连锁将依托上千家门店的渠道优势，开设外贸商品专区，帮助企业更好实现外贸转内销。黄老五食品股份有限公司是内江市一家集生产、加工、销售、科研为一体的综合性食品企业。公司外贸经理原静静告诉记者，“我们第一时间向政府部门报告了当前的库存情况、待出口货物量，各大商超也及时联系我们，告知支持企业外贸转内销的措施，为企业设置销售专区，上架产品”。在京东“出口转内销”云专区上线之际，山东日照市岚山区老牌外贸企业丰华食品有限公司的生产车间分外忙碌。“首批上线产品包括20余款出口明星单品，后续计划通过阿里巴巴1688平台建立国内品牌专区。”山东丰华食品有限公司总经理仲伟华向记者介绍，岚山区商务局精准施策，帮助企业找到了更多内销渠道。如何进一步拓展内销市场，实现内外贸双轮驱动，对宁夏枸杞产业的长远发展至关重要。在线下，宁夏推动企业与社区团购、农产品专卖店、连锁药店等合作，在全国多地开设“宁夏枸杞直营店”；在线上，宁夏积极引进国内头部电商平台，为宁夏枸杞企业开设“宁夏枸杞专区”，并提供电商运营培训。宁夏吴忠市商务和投资促进局副局长马平表示，该市支持外贸企业与知名电商平台合作，积极参加网上购物节，有序发展直播带货、场景体验等新业态新模式，壮大B2C业务，支持企业开拓内销市场。内外贸一体化发展在一系列政策举措和线上线下合力赋能下，各地推动内外贸一体化取得积极成效。位于广东河源市的宝嘉怡升制衣厂（河源）有限公司生产车间内，机器轰鸣。过去，该公司海外市场销售占比约70%。面对新形势，企业积极拓展国内市场，公司董事长曾适生介绍，针对企业办理内销征税时涉税要素申报难度大、技术性要求高的问题，广州海关所属河源海关组织业务骨干“送策上门”，实行“解读—评估—实施”全过程指导。今年一季度，公司加贸内销货值达849万元，同比增长45%。在广东，加快推进内外贸一体化好消息不断。数据显示，今年1月至4月，黄埔海关所属东莞海关辖区近400家加贸企业享受内销便利化措施，出货提速80%以上。今年一季度，广州海关关区内加贸企业内销货值达22亿元，同比增长1.2%。海关总署广东分署稽查工作处副处长叶坤介绍，分署及省内海关将继续深入推动广东省内外贸一体化发展，提升通关服务保障力度，助力外贸企业更好开拓国内市场，为广东省外贸稳量提质贡献海关力量。近日，四川在泸州市启动外贸优品中华行（四川站）活动，活动启动仪式借力泸州国际酒博会百万客商资源，重点打造“外贸优品”展销平台。省内80家外贸出口企业带来智能3C数码、智能家电、名优农特产品等百余种外贸优品，在为期3天的展示展销活动中，参展参会企业共签订意向订单超7000万元。位于山东潍坊安丘市、以出口畜产品为主的山东鲁丰集团一季度交出了一份亮眼的“转内销”成绩单：国内销售额突破7500万元，产品已覆盖国内3万多家便利店。在今年年初当地政府组织的一次对接会上，鲁丰集团了解到日资企业711便利店在中国国内的店面正在寻找鸡肉产品供应商。“正好集团有出口日本的经验，拿出我们的质量标准体系和产品一进行对接，很快便拿到了订单。”山东鲁丰集团有限公司副总经理刘永发说。山东外贸企业以新应新，以变应变，加速开拓国内市场，实现逆势突围。今年前4个月，山东进出口实现1.13万亿元，同比增长7.6%。 <section style="max-width: 100%;
