font-family: 宋体, SimSun;">构建全国统一大市场是激发经营主体活力的关键之举。完善的市场基础制度是经济有效运行和企业有序经营的重要基石，纵深推进全国统一大市场建设要坚持制度先行。近日，《市场准入负面清单（2025年版）》公布，清单事项数量由2018年首版的151项缩减至106项。清单越缩越短，市场越放越活，截至2024年11月底，我国实有登记注册经营主体数量为1.89亿户，相比2018年增长超过70％。有关部门还需进一步健全基础制度规则，破除地方保护和市场分割，打通市场准入退出、要素配置等方面制约经济循环的卡点堵点，力求通过高效的市场运行制度、完备的信用制度和有力的产权保护制度，为企业提供清晰、稳定的发展预期，全面激发经营主体活力。</span></p><p style="padding: 0px;
