margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">1.填写信息。有2种方式：第一种是登录“全国征兵网”（网址：http：//www.gfbzb.gov.cn）点击右侧“兵役登记（男兵）”，按要求真实、完整填写基本信息；第二种是到户籍所在地街道办事处、乡镇人民政府或就读高校设立的固定兵役登记站进行现场登记。初次兵役登记后，有入伍意向的可参加网上应征报名。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">2.打印表格。信息填写完整后，下载并打印《男性公民兵役登记表》。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">3.现场确认。参加初次兵役登记的适龄男性公民应携带本人身份证、户口簿、学历证明及2张1寸免冠正面照片到户籍所在地街道办事处、乡镇人民政府或就读高校进行现场确认。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">往年已参加兵役登记的适龄男性公民，应当登录全国征兵网进行兵役登记核验，并前往兵役登记站办理年度审核手续。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">本人因身体等特殊原因不能自主完成登记、核验的，经兵役登记机构同意，可以委托其亲属代为登记、核验。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">4.目测初审。街道、乡镇人民武装部或就读高校征兵工作站对参加兵役登记的适龄男性公民进行目测初审，依法确定适龄男性公民的兵役登记结论，填写《兵役登记证》，并报区级兵役机关审核，兵役登记结论分为应服兵役、免服兵役、缓服兵役或者不得服兵役。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">5.领取《兵役登记证》。街道、乡镇人民武装部或就读高校征兵工作站将区级兵役机关审核盖章的《兵役登记证》发给登记青年。《兵役登记证》作为有关部门查验适龄男性公民履行兵役义务情况的依据，变更户籍所在地、住所地或者单位，应当及时到发证单位办理兵役登记变更手续；遗失的应当及时申请补发。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">6.补领《兵役登记证》。在本通告规定时间内未参加兵役登记或办理年度审核手续的适龄男性公民，须向户籍所在地街道、乡镇人民武装部申请补登并说明原因，街道、乡镇人民武装部对其进行兵役法规教育后方可补办《兵役登记证》。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">1.街道、乡镇和有关单位，应当根据区级兵役机关的安排，负责组织本单位和本行政区域的适龄男性公民进行兵役登记，填写《兵役登记表》，经兵役登记和初步审查合格的，称应征公民。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">2.街道、乡镇人民武装部或就读高校征兵工作站，按照区级兵役机关的安排和要求，对本单位和本地区的应征公民，进行体格目测、病史调查和政治、文化初步审查，选定政治思想好、身体好、文化程度高的应征公民为当年预定征集的对象，并通知本人。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">3.普通高校办理新生入学登记时，公安机关办理身份证、户口簿、驾驶证和出境手续时，国家机关、社会团体和企事业单位办理招录（聘）工作人员手续时，应查验男性适龄公民的兵役登记证，凡未登记或核验的应督促其尽快履行登记核验手续，并在3个工作日内通告当地兵役机关。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><span style=" box-sizing: border-box;">《中华人民共和国兵役法》第五十七条规定，有服兵役义务的公民有下列行为之一的，由县级人民政府责令限期改正；逾期不改正的，由县级人民政府强制其履行兵役义务，并处以罚款。</span><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">（一）拒绝、逃避兵役登记的；</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">（二）应征公民拒绝、逃避征集服现役的；</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">（三）预备役人员拒绝、逃避参加军事训练、担负战备勤务、执行非战争军事行动任务和征召的。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">有前款第二项行为，拒不改正的，不得录用为公务员或者参照《中华人民共和国公务员法》管理的工作人员，不得招录、聘用为国有企业和事业单位工作人员，两年内不准出境或者升学复学，纳入履行国防义务严重失信主体名单实施联合惩戒。</p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;">《中华人民共和国兵役法》第五十九条规定，机关、团体、企业事业组织拒绝完成本法规定的兵役工作任务的，阻挠公民履行兵役义务的，或者有其他妨害兵役工作行为的，由县级以上地方人民政府责令改正，并可以处以罚款；对单位负有责任的领导人员、直接负责的主管人员和其他直接责任人员，依法予以处罚。</p><p style="text-wrap: wrap;
