wrap;">“评定分离”工作是招标评标改革的重要举措，是将招投标程序中的“评标委员会评标”与“招标人定标”两个环节分离，重新界定了评标和定标两个环节的责权归属。由过去以评标委员会评分顺序确定中标人，改革为评标委员会推荐中标候选人，招标人按照“评优择优”原则确定中标人，让“评标结果”不再等于“中标结果”。评审专家能够更好地发挥咨询和决策参谋作用，引导市场主体强化诚信建设，评标更公正、定标更阳光，有利于提高工程质量和投资效益。</p><p
