normal;"><strong>要坚持问题导向，深入查摆整改。</strong>区专委会要精心组织管道企业，对照国家、省、市、区总体行动方案明确的目标、任务和要求，结合蔡甸区油气长输管道安全生产实际，开展隐患排查工作，形成问题清单。一般隐患要立查立改、就地销号，重大隐患事项要挂牌督办、闭环管理，做到工作台帐齐全完整，整治过程可核查、可追溯。同时要强化督导，严格执法，充分利用专委会成员单位执法力量，采取“检查＋指导”相结合模式，深入查找管道企业在安全管理方面存在的问题，指导帮助企业梳理管理漏洞、找准薄弱环节、制定落实针对性整改提升措施，确保排查整改取得实效；</p><p normal;"><strong>要压实各方责任，健全工作机制。</strong>要按照“三管三必须”要求，压实管道保护主管部门监管责任、街乡属地管理责任、企业主体责任，形成“人人有责、人人提责、人人尽责”的安全责任体系。区油气长输管线安全生产专委会要进一步发挥统筹牵头作用，健全完善工作机制，强化管道保护定期会商、协同监管，增强部门之间和地企之间的工作合力。</p></section></section></section><section
